I want to upload my app in Play Store by name (free plugin and WordPress theme).
My question is, does Play Store allow me to upload my application with the word WordPress?

Since a wordpress plugin isn't an android app, no.If you're really asking about just using the name- questions on policies of app stores are off topic here.
