Can you install a windows service that points to an .exe that launches a service?

I am installing a service using sc.exe, the imagepath of which is pointing to an .exe with an argument.
E.G. C:stub.exe --service 1
The stub.exe then launches the service executable 'service1.exe'.
Is this possible? At the moment the service keeps failing to start.
