How to access local clipboard

Developed with mfc.
Usually, when I run an application, I can copy (ctrl+c) the data from the desktop and paste it into a listctrl.
But when I register for service, I can't bring the data(CF_HDROP)
. Is there a way to solve this?
I confirmed that openclipboard result is true, but cna't bring data from IsClipboardFormatAvaliable(CF_HDROP)

Services run in Session 0. This is a non-interactive session. It's hard to imagine a scenario that results in data being placed on the clipboard in Session 0.
