How to set OnManipulationDelta on listbox?

I am writing an application for touchscreens. The standard ManipulationDelta is only 3 pixels, which means, if I try to swipe left or right on a listbox, most of the time the listbox starts scrolling up or down.

In another post I read that you need to make a custom listbox which inherits from Listbox, and override OnManipulationDelta.

So I did exactly that:

    Protected Overrides Sub OnManipulationDelta(e As ManipulationDeltaEventArgs)
'Console.WriteLine("Detected" & e.CumulativeManipulation.Translation.Length)

If (Math.Abs(e.CumulativeManipulation.Translation.Y) > 35) Then
OnManipulationDelta(e)
Else
e.Handled = True
End If
End Sub

The problem is that the OnManipulationDelta event is only triggered if ScrollViewer.PanningMode="None" on the listbox.

But this in turn means that the listbox does not scroll up or down anymore.

How can I set a more useable delta and still let the listbox scroll up or down?
